If so, I suppose the 9/11 Hijackers / terrorists had "no concrete plan" because they didn't have a specific PERSON in mind to murder.

No. Not having a concrete plan means that he didn't have a plan set in stone as would most assassins or terrorists that would likely have a formalized plan for an attack of this nature. He just walked up, asked if the GOP was in the field, and started firing away.

I think it's rather bizarre that people would suggest the FBI is defending him because of that phrase.

he hung out at the YMCA across the street from the black helo pilot landing strip airport. he took pics of the landing strip daily. he had a list of his major targets. he stopped and asked two people leaving the landing strip if it was afro black people or non afro black people. he was told the Afro people were practicing in the black helo, and he walked to his car and willy nilly shot.

So to use your logic, let's say a person local to your town has been making some angry Facebook posts about you and your family. He's then seen taking pictures of your house from his white van. Later he comes in and kills your wife but is unsuccessful at killing anyone else in the home. Would you say he didn't have a concrete plan then? Or would you think he was just trying to shoot the shutters off the house and accidentally hit your wife?
