Seems one could just overlay some form of plot of the all the routes taken in a period (average day or peak usage?) on a map, and thus determine which new-bridge location would best serve to move the majority of routes off the current path.

In a perfect world, you would have a loop that eventually meets up with I-12. But that is billions of dollars we will never have.
This isn't that hard. It's simple really. Connect the bypass to I-10 eastbound in WBR. Those wanting to head toward New Orleans exit and use the bypass. Those wanting to reach I-12 and points east, stay on I-10 and use the old bridge.

Unfortunately, there's no avoiding the fact that I-10 in Baton Rouge has to be widened. The infrastructure is so bad here that both a new bridge crossing around Plaquemine and the I-10 project is needed.

The real issue is that the only site that makes sense (Plaquamine point) has been ruled out of the question.

Airline is certainly due to be modernized from Florida to the i110 interchange just to improve local north / south traffic. It's already 6 lanes in some sections, but deteriorates past Florida Blvd. Too many lights. Lanes are too narrow. Subpar road conditions, crap cloverleaf interchanges, etc.

State government workers going to and from downtown to their homes in sbr, ap, and lp.
Exxon workers
Dow workers in plaquamine
Through traffic typically going east/west on 10/12
Students
Port workers
Dow workers put a huge strain on I-10, LA-1, and the sunshine bridge because there is no bridge near the plant. A bridge at Plaquamine point would be ideal for them.

Isn't the State operating in a deficit and looking for ways to cut costs. I know what we can do to help and take some of the burden off of the State...

Only thing they need to do is update the old bridge like they did for the Huey p bridge in Nola. And add interstate grade roads in WBR from it to gross fete & I10. Then upgrade airline highway to interstate grade from old bridge to I12 in BR

A bridge north of Plaquemine would create create traffic back ups on both sides of the river. A bridge south of Plaquemine would split the traffic (I-12 crowd and I-10 crowd) mostly in half. The north bridge would come out and create even more surface street problems in an already crowded area. Large majority would be headed south and create another headache. The south bridge would hit the east side in low traffic area and would see a bigger split in traffic. It would split south to Ascension, east to South BR, and North to LSU.
Peewee wants to put it just inside his parish line so WBR can reap the benefits of a bridge. Mitchell is just an a-hole but his proposal would be more beneficial for west side traffic.

The goal is to alleviate traffic from I-10....not the sunshine bridge.
It's way too far south. The obvious crossing point is Plaquemine.

I used to live in this area and you are totally correct in your statement. The location of the bridge was moved further south of St. Francisville from the originally proposed location partly because the town didn't want the bridge or the traffic from the bridge to interfere with the whole historical aspect of the town. Also, as I understood it, that bridge was originally sought out to provide a crossing on the river for employees coming from the west side to the plants (paper mills, nuclear plant, etc..) and Angola Prison on the east side and for those coming from the east to the west for Big Cajun to replace the ferry crossing that was there at the time, which was pretty unreliable. I don't think alleviating traffic problems in Baton Rouge was in mind when the idea was originally proposed, which was probably like 40 years ago, and I think people label it as failure partly because it hasn't helped traffic issues at the Baton Rouge river crossings.
