Can any OT weather experts explain this "cloud"?

And don't tell me this is a "normal" cloud.
It is a bad picture since I took it while driving. Clouds were moving in a line into clear weather and this mysterious cloud was floating along under the line. NO other clouds like this around, just the high clouds.

Definitely chemtrails. Look for a white powdery substance on all the plants nearby and report back to us.

There is no "crazy chick" talking about chemtrails here. This could relate to a chemtrail, but I think it is something more heinous.
