The main draws that I can see are:
1. Great infrastructure
2. Good schools
3. Heavy emphasis on individual rights by local officials (hl, Houston doesn't even have zoning)
4. Great tex-mex
5. Soiid BBQ
6. Relatively low crime
But the real reason is simply jobs. Texas has more of them available than most any other state. Let's be honest, climate wise and culture wise, there's no city in Texas that would be anyone's first choice to live in (except for maybe Austin). Houston and Dallas are both pretty boring, plain, and lacking in charm. People flock to those cities for work.

Sounds like civic pride to me and a keen awareness of ones history. Heaven forbid someone be proud of their heritage. Guess that's only allowed for minorities. Of course it helps if your from a state about which there is actually something to be proud.

Houston in ONE of two cities in the US the other being NY that has a full-time theater, opera, symphony, and ballet

This. I cannot stress how much that makes Dallas, Fort Worth, Houston, and Austin better places to live for LSU and Tulane graduates than New Orleans. NOLA just can't compete.

BR mid city is lacking in charm. BR does have some charm in the garden district, southdowns, and downtown, but BR is kind of a shite hole. It's not as bad as people make it out to be on this board, but it sure as hell isn't great.

Culture isn't measured in the number of theaters or opera houses or museums. Culture is an intangible thing. It's a city-wide identity. An attitude. A style. When someone hears the word "New Orleans", they can see it, hear it, taste it, smell it. The same is true for cities like New York, Austin, San Antonio, Boston, and so on and so on. You hear the name and you know what that city and it's people are all about.
You know what I see, smell, taste , and hear when I think houston? Interstates, car exhaust, car exhaust, and honking horns in traffic. The neighborhoods lack identity. The culinary scene is varied and features great cuisine from all over he world, but it lacks a style unique to call its own. There is no Houston "sound" to music. Houston and Dallas simply lack the history of many other cities. They lack the unique look because they were largely developed after the automobile.
