It's Florida, clearly. Just look at a horrifying article at random and its a 50/50 chance it takes place in Florida.

I have been fortunate enough to travel to many states in our nation. IMHO...
Trashiest:
Louisiana, and it's not even close. And I am speaking about pure trash and debris here, not a cultural attitude. Granted, my visits to Louisiana have been mostly New Orleans, Baton Rouge, and Monroe. Maybe there are some wonderful areas of Louisiana that don't have tons of paper scraps and random debris scattered everywhere, but I haven't had the luck to see them. It's truly a grungy place.
Cleanest:
Utah. Again, not even close. No explanation needed. Salt Lake City has to be the cleanest city in the USA. You would struggle to find gum on a sidewalk in most areas.
My opinions have nothing to do with football, the SEC, or anything like that. None whatsoever. Just based on travel observations. But to be fair, there are always good and bad areas in every state and city. Places to go and not go alone or late at night. that's just a fact of life and it is universal throughout our country in every state. I know a lot of people (even Bama fans!) who live in Louisiana and love it.
Disclaimer: I am originally from southern Mississippi and I have no desire to go back there to live either.

Florida is extremely trashy.
Every state has its pockets of trashiness, but as a whole, Louisiana is probably the top.

I think florida is one of the only states in which police arrests are made public to anyone, which is why those really weird things always seem to take place in florida. But yes, florida is very trashy.

If all of the above, any entire state has good, mediocre and bad areas. Even Mississippi or Arkansas have nice places (they are the exceptions there).
New Mexico could sneak into the bottom five. In no particular order Mississippi, Arkansas South Carolina and Louisiana would finish out the bottom five.
Per capita income is definitely a contributing factor.
