He's the current world record holder.
Also, big steers have been cloned and brought back as bulls after it was realized how big their horns got. You typically castrate them at a very young age when their horns are just getting started.
So technically, he could breed again...

I think only cows and steers actually get the big horns, if he would have been left a bull,he wouldn't have developed horns like that.

That's absolutely correct.
ETA: The largest horned bull is Cowboy Tuff Chex.
He measures 98.3 inches tip to tip...

I think that's a really good guess. Someone commented on the announcement that if someone famous/"stupid rich" catches wind of the auction, the sky is the limit.
