At what age is a woman the prettiest?

I'm talking about women in general, not your wife so don't throw out the "my wife at 50 is as pretty as ever".
I'm going to say 18-23. Some look better in their 30s but those are exceptions.

This is a tough question.
As you get older, it changes. When I Was 25, an 18 year old would be the answer. As you get older, though, that kind of goes away, especially if you have a daughter.
25-35 is probably the golden age for most women. Some hold their looks closer to 40 and beyond but a good looking woman is in her prime 25-35.

27 - not only are they reaching the pinnacle of their prime, but a fine 27 year old is a safe bet to stay that way relative to her peers as she ages.
