If I were to guess, he's one of the mentally ill homeless guys from downtown. He would probably hang out up there even if he didn't have the attention.

Sometimes people like that get unneeded overkill by first responders. Have someone keep an eye on him and then when he comes down, have ems check him out if he is crazy.
Sitting in a tree is far far from anything that is a danger to anyone else or breaking any law.

This literally should have been a 30 sec ordeal. One cop asks him "Hey buddy, are you OK? Need help? Nope? Well, alrighty then. Have a nice day!" End of story. Who gives a frick if this guy is in the tree. Who gives a frick if he falls and splatters on the ground. Who gives a frick if he stays up there for a week. It is completely irrelevant to anything else throughout the day in Seattle. But no, we get this. The guy knew that society would freak out and he would get all of this attention. If no one would care and would just walk on by he would have climbed down after a few hours.
