Meh, kids have to have experiences in life. By dating the wrong people, she will hopefully realize what she doesn't want in a person and will move on to a better man.
Of our 4 (combined)kids, Mr Kitty and I have watched as 2 dated unsuitable people and we kept our mouths shut and let it run its course. (The other two are still with their high school sweethearts after all these years and still madly in love).
Both of our wild ones are finally happily married now to very suitable people, people that we have known forever and are thrilled to have in our family.(We never pushed them on them, they found them on their own). But it took them a while to get there and we were patient and supportive. We love our rebel children regardless and we have done the same in our past so we just bide our time.
Our wild son ended up married to a girl he has known since birth (who is the daughter of one of my husband's best friend). Wild child daughter married a long time family friend who is a high ranking law enforcement officer.
Bottom line, it all works out eventually (hopefully).

I would find a reason to make more comments and not let him hang at our house. Line up more functions for her to attend with us. Groan when she mentions him, etc....

How old are the kids?
I'd say embrace the situation. Meet the other kids parents, get to know the kid. Don't leave them in a situation to get knocked up or do drugs.
If you were going to talk to the kid about who not to date you've waited to long. Maybe revisit that after this relationship.

Too much ambiguity in OP. Is this socioeconomic. Is this ethnic? Is this just appearance-related?
GFunk's sis was a black sheep...and even though she ended up with a black sheep husband, they've managed to reproduce two amazingly wonderful young kids who are somehow unspoiled by their parents knuckleheadedness.
I learned a long time ago that my parents trying to come down on her with an iron first just made her want the people and decisions they were preventing her from even more. Even though it would've been the best for her and even though she sees it now on the backside of her 30's.
No kids on my end but most of us have seen this happen with a friend, a sibling, or a child of our own. The best way to do things is just chill and/or steer into the skid.
Or boarding school. Boarding school is always an option.

I wouldn't discourage because that could cause open rebellion, but any money from me would stop coming to the kid.

Just pulled the young man aside and let him know, "before you act on any thought that would put my daughter at risk, I want this thought to go through your head, I don't have a problem going back to prison", young man will disappear with a quickness...
