I graduated HS in 1996. The year before TOPS started in 1997. Because of that I had to suck it up and take out student loans. That means TOPS has been around almost 20 years. Shocked it lasted that long.

No it's not BS. No other state has a program like tops. Louisiana is the last state that should have a program like tops considering how many public 4 year universities they have relative to the population. And no I was not privileged. I got an academic scholarship and whatever it did not cover, I took out loans to cover the rest.
Undergraduate degrees are becoming worthless with more and more people getting degrees. College is a privilege not a right. Work hard, earn a scholarship. Since they won't up the requirements to receive tops due to it being "discriminatory", its best to just do away with it. God forbid kids actually have to work through college or take out loans.

had a chance for this, still went to LSU and utilized TOPS plus other cash scholarships from LSU. It's where I wanted to go.

Sorry I already work 35 hours a week while full time to afford living expenses.
You aren't seeing the forest from the trees, man. What this means is that thousands of students like me will have to take out loans with astronomical interest rates to get a degree after being lured to stay with the promise of free to little tuition.
What it does mean is that as soon as I do get my degree, i'm going to bolt for greener pastures like everyone else due to the ineptitude of the politicians in this state.
Sure, lets cut the program altogether instead of raising the requirements to get it. If I knew TOPS would be shelved do you think I'd have stayed in state? Hell no.

Being used as a method to make PROPER improvements to the TOPS system that should have been made long ago.
Student fails out or drops out, and TOPS money converts into a loan with set payment schedule.
Students graduates and bolts within 5 years, portion of the TOPS has to be paid back.
Will be a better system in the long run.

I can understand the arguments for ending TOPS, I disagree but I understand the argument
However, cutting it and not grandfathering it out for the current students is straight up thievery and bullshite. Absolutely criminal
