Not sure if you know the history, but James wrote the song when the band had really just gotten a big break: they were going to be taken on the road opening for Motorhead. And like the night before the tour or something, all of their equipment was stolen, so they had to cancel. He said it was the most depressed he had ever been...so he wrote it.
Linda Ronstadt - Long Long Time
Death Cab - I Will Follow You into the Dark (I know it isn't intended to be overall sad, but the first line is so hardcore: Love of mine, someday you will die)
Johnny Cash - Ballad of Ira Hayes

Neil Young has an entire catalog of sad songs I like. Needle And The Damage Done and Tonight's The Night are both eulogies for friends who died of drug overdoses, and I like both of them. Ohio, Cortez The Killer, Old Man, Southern Man, Alabama, etc. are all great dirges.

Some singers have sad voices. Terry Gibb (kind of obscure country singer) had a very sad voice, and a lot of her songs sound very sad.
Patsy Kline had some sad songs.

This. My Dad introduced me to music at a very young age, and instilled a deep appreciation for it. The "Papa I don't think I said I love you near enough" line always gets me.
