Is the provost the guy I need to be talking to?

Long story short, we have a lack of funding in my specific college, and even worse of a problem in my department. This has caused a lack of teachers, and now a lack of elective classes. I'm actually trying to learn about what I'm interested in, so taking completely unrelated electives seems pointless to me.
I do know that 60% of our funding was taken over the past couple of years, and obviously that has fricked us. Now, I am having grad students that haven't ever taught before teaching me junior level classes.
I have talked to a couple of teachers, the dean of my department, and the dean of my college. I am basically hitting a wall with everyone. Just teling me that the state doesn't have money isn't sufficient of an answer. Why in the hell do people need to major in English and Literature? That just wastes money and throws out completely unproductive students. Most of the people I have classes with don't even know how to correctly write lab reports. I don't need to read a book about some chick that hid in an attic while hiding from the Nazis. That has no benefit to me, and I suspect most other people.

Just my two cents, you need to figure out who are LSU's biggest legislative allies and their lobbyists. You need to contact them and show up to their office and demand office time. Politely mind you.
What you need to do is maintain control of the schedule however. You be the one to set deadlines about when to follow up, what you are giving them time to accomplish, who they will be contacting to resolve or research your issues, and let them know you will be taking political science electives and canvassing their neighborhood districts with a story about your progress. Go on Social Media and make noise.
But contacting legislators and having them research is meaningful. Maybe try statewide types like Graves or Cassidy. Just make sure you follow up and disallow yourself from becoming a number on a folder to be filed away.

You want a real answer?
No. There are much more worthy causes that need their state funding boosted back up to higher levels.
Go to the library, or get off of TD and do some research if you want to learn more about your subject of interest.
