I think the money is being used elsewhere in the University, but I don't know who is in charge of that.
Getting more money to the university is definitely gonna be tough, but if it comes, chances are it won't go towards my college. I'd be wasting my time if that happened

If the money isn't there it isn't there. I'm not sure what your expecting them to do. They are not gonna cut other departments like english and history because those are important subjects. If you are as unhappy as you say you are maybe you should transfer to another school out of state.

If you were in a high producing department, you would have more funding. The faculty in your unit need to be either writing more grants or having a lot more students in their courses, increasing their student credit hour productivity. I'm not at all knocking faculty or saying they're lazy. With university administration, numbers talk.
Or, the provost hates your dean & wants the college to fail. That happens, too.

The way it was explained to me was that a few teachers quit because of pay. That caused the other classes to fill up since their classes were no longer offered. The administration sees that certain classes are full, and takes the extra money for something else.

Are you at LSU? That money is handled at the department or college level, depending on the setup of the unit. The dean is as high as it goes.
FWIW, it's not super uncommon to have grad students and adjuncts teaching 3000 level classes. if there are fewer full time faculty in the department, those faculty have to teach the graduate level classes.
I know it sucks, but most units are in the position of trying to squeeze blood from a stone. If the dean has decided the money from the salaries of the faculty who quit needs to be distributed elsewhere in his or her college, an undergrad's disapproval will hold no weight. Every department is suffering right now.

If you really want to get something done write a letter to the local newspaper and see if you can get them to print it. Don't be surprised when the school responds to the bad publicity by saying it doesn't have the funding to change anything.

Our adjunct professors are actually extremely good teachers. IIRC, they only get paid $4800 per semester to teach each class. Our regular professors are teaching 3 different classes of 40-60 students (plus research, grant stuff, etc), so they are definitely overloaded.
It just seems like if you know that a very important department is hurting, something should be done about it. We have good equipment and facilities, but enough teachers to offer classes. I think the school, provost, dean, or UL System, is allocating a certain amount of money to my college, and that small amount has to be divided up between our departments.
Eta: I'm not sure enough has been done by my dean to get those monies back, and if I can do something that benefits me, I wouldn't mind it. I don't have a problem aggravating the right people, but I don't know who they are

It won't benefit you, most likely. Let's say that after months of you campaigning, they decide to fund 2 faculty lines in your department. The department is probably going to push hard for tenure-track faculty. Those searches won't take place til next fall, and the new hires would be starting in the fall 2017 semester.
Higher Ed has also been told to expect another expenditure freeze effective the day the new governor takes office in a couple weeks. Most colleges are hoarding funds from vacant positions, in anticipation of the cuts. There has to be money to give back, and it's easier to absorb it that way than lay people off. The state's budget is pretty fricked for the year, because oil and gas prices are low.
I'm all for fighting the good fight. I just think you're spinning your wheels. There are a lot of variables at play, and nearly a decade of being beaten down with budget cuts. Do your best to graduate and get out.

Your best bet is to start writing and calling your legislators. Hopefully find one on what's called the Joint Legislative Budget Committee. It's no guarantee that anything will happen but at least be heard by the people allocating all that money.
The only other way I'd see getting additional faculty is to become a fundraiser and somehow get a position endowed somehow. Figure out who went to your school and majored in your college and has wound up successful in life and get them to chip in for a position the university doesn't have to pay for all by itself.
Sounds like you've been told no a lot already. It's going to keep happening. You can try though.
