Is Ricky Williams an "All Time" great?

So Fournette keeps being compared to college greats like Herschel Walker, Bo Jackson and Earl Campbell. I'm curious why Ricky Williams name is never mentioned in these all time greatest college RB discussions.
Is it because he turned into such a flake? Is it nostalgia for the 70's and 80's?

Ricky stayed all 4 years, and then got overshadowed by Ron Dayne breaking his record the next year. He was a great college running back though.

"All Time"... Not really.
But I maintain that he is an outside shot Hall of Famer.
EDIT: Speaking mainly his pro career.

I think it's just that those 3 are pretty much unanimously used as the comparison guys. Like you can't really say anyone in college was better than them

top 10 CFB RB of all time

Fournette is compared to Bo and Herschel because they were SEC players who are both acknowledged as among the greatest the conference ever had and who LF is being judged against among his peer programs.
Ricky Williams is in the college football hall of fame, so it's safe to say he's considered one of the greats.

I think Ricky is an all-time college great.
People forget that in Mack's first year (Ricky's Heisman season), everyone knew he was getting the ball. There wasn't much to take the heat off of him except some Major Applewhite throws to Wane McGarity or Kwame Cavil.

The name Kwame Cavil really takes me back

I remember Ricky being compared to Earl Campbell a lot when he was at Texas. And now LF7 is being compared to Earl. It just seems natural that Fournette would also be compared to Williams.

Yeah he's a college all time great. He broke a career yards record that had stood for 20 years. It just immediately got broken by Dayne and that diminished it.
He's still an all time great though.

You don't get to be on the cover of NFL street without being an all time great.

Good question.
He was great at UT, but the later flakiness might affect how pundits remember.
