I seem to remember that it was not uncommon for restaurants to have security a few years ago.

Sounds like NOPD was busy investigating car jackings. Which is sort of crazy to think that we may only have enough police to investigate one crime at a time.

Exactly. Pretty certain you cant hire NOPD for a detail at a bar or restaurant anymore. Or at least the practice has been all but eliminated. But you can pay to hire a private detail, which is basically asking someone to stand around, unarmed and deter crime.

Apparently they heeded their training. Having a CCL doesn't give you the authority to enforce the law. If your life isn't truly threatened, it wouldn't be wise to get in a shootout with 3 armed thugs.

Not saying a shootout in a restaurant would have been wise, but if someone pointing a gun at you is not having your life truly threatened what is?

No, and if you feel your life is threatened you can defend yourself. But you have to consider the odds, and the gunmen already had the drop on them. It's a sticky law, and you have to play the odds. If robbers point a gun and want your stuff you should give it to them. Chances are on your side they aren't going to shoot and draw unwanted attention. It's all about going home unhurt and alive. But if just being robbed isn't enough for them, you can defend yourself.

such handgun while under the influence of alcohol or a controlled dangerous substance. While a

lawful permit is considered automatically suspended and is not valid. A permittee shall be
considered under the influence as evidenced by a blood alcohol reading of .05 percent or greater
by weight of alcohol in the blood, or when a blood test or urine test shows any confirmed
presence of a controlled dangerous substance as defined in R.S. 40:961 and 964.
