They have to get approval to lay off employees?
Yes. Part of their contract with the state requires them to have a minimum headcount of 2,400. They're lobbying for legislation that will lower the limit to 2,000. They say there won't be any layoffs and that the reduced headcount will be made through attrition.
Currently, employee headcount is just over 2,400, but only 60% are full time employees. They say that if they don't get legislation through approving the workforce reduction, they'll cut full time workers to part time to balance their budget.

Yes, they have an exclusive contract to be the state's only land based casino, and part of that agreement includes minimum numbers of jobs being provided by Harrahs.

Eta: the amount of taxes the city collects from Harrahs is huge. I hope this bites those progressive brain farts in the arse
The city doesn't get much, compared to what the state gets in tax revenue from Harrah's. Not that NO can afford to lose a nickel of income, but bulk of the Harrah's money collected goes to the state.

Not sure I understand why the State would let them cut their employee numbers to 2,000 if they agreed to keep it at 2,400. A deal is a deal, if they can't stay in business, I am sure the State will have no problem finding another operator to take over that space and run a casino.

I will going ahead and predict the ban doesn't last. Once the city and state lose more money than they can stomach or Harrahs has to close it's doors, the ban will be lifted.

Whether people find it trashy or not, it never ceases to amaze me how content people are with the government telling people how they can run their business. If you don't like the smoking, how about online gambling? if it bothered the non-smokers that much they'd have quit going a long time ago
