A Boba Fett origin movie may have been cool before the existance of the prequels, but as you stated according to canon, he's a clone that was to be raised by a bounty hunter as his son, until said bounty hunter was decapotated in front of him by one of the "peaceful" guardians of the Republic. a movie you know pretty much nothing about is ruining a character's cool factor b/c it focuses on him.

Rumor is the "Real" Boba fett is Jango's real son who was a dissapointment to him, so he shunned him and then had himself cloned (the boba fett we see in AOTC) to have a son more like he wanted.
I think it sounds stupid but I don't know what else you do with this crap.

actually it does, part of what makes some minor characters appealing is that we don't know too much, too much back story ruins that. I don't need to see an origin story about Capt Renault, he's pefect as is in Casablanca.

Because there is pretty much no way it can't suck, especially if we are talking about minor villains. This is a fantasy/fairy tale type movie, not a serious drama. If you make a movie about a minor villain, he has to be at somewhat sympathetic at least a first or the audience can't relate to him. Which pretty much means you've ruined the character and the movie sucks.
What would be the back story of Grand Moff Tarkin? In Star Wars he's a pretty high up military leader. Maybe 2nd or 3rd in the entire Imperial heirarchy. Leader of if not the entire military, the newest and most important forces. He has the authority to torture an ambassador to the Imperial Senate and commit genocide apparently (if not, Vader should have force choked his arse since he's dangerously overstepping his bounds). He threatens to commit genocide against said prisoner's home world of Alderaan unless she confesses to treason and gives up the location of the Rebel forces (and the ACLU think water boarding is bad), then commits genocide anyway, just to teach her a lesson and to keep other systems in line through fear. So what is his origin story that wouldn't suck?
That he really was a struggling artist on Naboo that turned to fascism because his mom abused him? How could that not suck?
Maybe we could see him as a young officer trainee (Wait, i thought they didn't have a military, that's why they need clones and to pass a military authorization act that Sen Amadala opposed?) Where did he get the training to lead a ship at the end of ROTS? Did Palaptine set up some secret galactic version of StarFleet or the Annapolis Academy? I digress. So maybe we could have Full Plasma Blaster or A Moff and a Gentleman. We see Gunnery Sgt Starkiller training him and his fellow officer candidates. "

A lot of people attribute the character's popularity to looking cool and toys
It certainly helps that he looks cool, but why? He's essentially the Star Wars version of Clint Eastwood from the dollars trilogy. He has scuff marks and bullet holes all over his cool looking costume and he has the half cape that's kind of raggedy and torn (like Clint wastwood's poncho) you'll notice he even cradles his rifle like one of the bad guys in an old western
We're never given his name in empire, we don't see his face, we know nothing about him (and we don't need to) Vader seems to have a respect for him that he doesn't have for his officers or the other bounty hunters. He doesn't talk down to him, he treats him like a #2 man. "No disentigrations" and he points only at boba fett...as if this horrible option is either exclusive to him or he's such a bad motherfricker he's the only one who needs to be told this
Character development is essential to empire, but with all of the strong characters the ironic thing is that boba fett sticks out because he's an enigma, and it makes him dangerous because we have visual clues as to him being a bad motherfricker, but to what degree? It's left to our imagination
