Generally speaking yes, but it's going to greatly depend on what your criteria for "better" is.
Are you single, 22 and "better" means bars with lots of single people and affordable places to live? Are you 35 with kids and "better" means quality schools and safe neighborhoods? Are you of the more environmental mindset that wants to bicycle or take public transportation everywhere? Are you the type that likes big yards and few ordinances?
As an example, New York is fricking awesome if you are looking for something to do. If you are bored in NYC, you aren't trying. At all. On the other hand, I would never want to live there (too many people crowded too closely together) nor raise kids there (far too impersonal a place).
"Better" is subjective. In the context of this thread though, more families and more businesses = "better" because it creates more potential for more draws to be created than a shrinking population would.
If you had exuded as much energy into trying to understand the point I was making as you did in trying to create some sort of weak "gotcha", I wouldn't have had to explain it to you as if you were 10.
