Memphis and Cincy to Big 12?

Only possible reason is BYU won't play on Sundays and the Big XII doesn't want to have to schedule around that restriction.
By every other measure--history, quality of athletic program, fanbase, facilities--BYU blows Cincy out of the water.

Does BYU's contract with ESPN affect their ability to join the Big 12?

BYU already told Big 12 no when we were still in conference looking to replace Nebraska and Colorado.

Possible. I'm sure they have a good TV deal--they're basically Notre Dame for Mormons and being independent in football might be to their advantage.

If they are going to look as far west as Boise, I think Fresno State would be the smarter choice. Sure Boise State has had more success late. However, slap the Big 12 patch on your jersey and recruiting opens up. Look how far TCU has come. I remember people thought they were too small for the Big 12. Not to mention by adding Fresno State you open the California pipeline for recruiting in the Big 12.

Why not Cincy for all sports and BYU as a football only? Then you don't have to worry about the Sunday thing or having a conference with a huge footprint outside of football.

The Big XII isn't going after Cincy or Memphis.
BYU isn't leaving their gold mine
The Big XII will not expand for football only
They will grab New Mexico and then who knows. New Mexico makes a bunch of sense for them it helps them in 3 sports and has natural rivalries already played.
The one team that would move to Big XII if asked, IMO, is Coog High. But they won't get an invite due to Community College type perception and horrible athletic support in most sports.
SMU would be a good get, but they have 1 huge problem, not many sports. So they will never be asked.
If Big XII wants to go north or east I believe they will go after Colorado State to get the Denver market back.

While I agree with these points, could part of them not getting an invite also be the other Texas schools not wanting to legitimize them again?
Houston had some football and basketball success during the 70s and 80s in the SWC. I'm admittedly not tuned into current Texas politics, but I figure giving UH P5 status might not serve the best interests of UT, TCU, Baylor or Tech.

Not knocking SMU, Houston etc...but they would bring zero to the conference.
The Big 12 already has the smallest footprint of the 5 power conferences.

Yeah they are. There is already too much smoke around this already.

A great add to the conference would be San Diego State. Someone mentioned Fresno St earlier, but I think if you're going to go after a California school that San Diego St has to be far and away your best choice. Taps into that Southern California market. Adding Fresno does nothing. That school is out in the middle of nowhere and isn't going to add anything as far as a TV market. Colorado State would also be a fantastic add. Both also have really good basketball programs, so would be able to add more to the conference then just a football team

So I guess then your 2 divisions are:
North - Cincinnati, Iowa State, Kansas, Kansas State, Memphis, West Virginia
South - Baylor, Oklahoma, Oklahoma State, TCU, Texas, Texas Tech
They would play a 9-game conference schedule the way that the PAC 12 does.

Pretty sure I read a while back that since Boise isn't a "research institution," they won't ever get an invite to one of the big conferences.
