C'mon man. Houston is a lot of things. But it's not a good place for a romantic stroll. Are you really going to argue?
I mean, it's not a gondola ride through Venice and sipping wine on St Marks square, but there's plenty of good places to take a girlfriend/wife/mistress if you want to show her a romantic time.

Hotel Zaza has some very nice rooms that are unique. My favorite hotel to stay at in the city

ZaZa is also on the rail, so it's convenient to Midtown and Downtown bars and restaurants.

Whatever you do, don't go to splendors. Charged me $11 cover on Tuesday night and it was 8 dollars a beer. You'd be better off getting eating at saltgrass, getting a hotel room and secks.

Hotel Ikon was nice. Walk to a lot of things. Not damn thing wrong with downtown Houston anymore. More bars, restaurants than u can stand down there.

My wife loves the Hyatt Lost Pines. Couple of hours outside of town, but if she's into nature it's a good spot.

San Louis in Galveston. Pool is legit.

Not you traditional romantic getaway but go to home away.com and search Keemah and clear lake shores. There are cool little b&bs and homes for rent. Also, check out the Opus Bistro on the island. Should fit what you're trying to do

ZaZa or the Houstonian. They aren't necessarily romantic, but they're swanky. The rest is up to you.
Of course you could always do this:

The wife and I take a breather every 4-5 months to Houston. Just a nice getaway for a weekend.

i don't find homeless people to be very romantic and downtown has LOTS of them.

Not a bad choice but I'd lean more towards Hotel Galvez if op is thinking about Galveston. It has a more romantic feel to the property.

How old are you?
I would say the Magnolia or Four Seasons downtown. Hotel ZaZa, St Regis, or Houstonian outside of downtown.
Both downtown and the galleria have restaurants close by that can be romantic. Downtown you can do jazz and dancing at Sambuca, sushi and saki at Azuma, margaritas at El Big Bad. Catch a cab/uber to Reef or Pass & Provisions. Sit at the bar at Vic and Anthony's while eating steak and listening to the piano.
I'm not quite as familiar with the Galleria, but Masraffs, RDG Bar Annie, Post Oak Grille, Trulucks are all great options. I'm sure I'm forgetting some here.
If you're younger and want to go to a few bars, about 2-3 blocks from Magnolia there's a new strip of great bars that just popped up within the last 2 years. It's a great area to bar hop...Captain Foxhearts, Little Dipper, Okra, Hearsay, Public Services, etc.
ETA - Mockingbird Bistro is also a great little romantic spot also, if you're in to wine, there's quite a few wine bars around town that should be up your alley.
Everything this guy said. Though I don't feel like the Four Seasons was very romantic, but a lovely hotel. I also like Hotel Icon.

I think the Houston in hotel has romantic packages. Like all day spa with wine and cheese and lunches and shite.
Or stay at hotel Zaza (bitches love zaza) and do some museum stuff and then some other shite.

The Houstonian with a Spa package would be a hit. Great restaurants nearby.
If you don't mind driving 3 hours it would be worth it to take her to Fredericksburg. Can hit up the wineries in the area (Grapecreek and Becker) and again some great restaurants. I recommend staying at the Hoffman Haus if you can get in. Great bed and breakfast, breakfast is delivered to your door each morning.
