I was up there two weeks ago and after several visits, I must agree.
I was asking my host about the really bad areas and he couldn't think of any.
That city is amazing and it is booming right now. I've never seen a city going through that much new construction and major renovations/build outs. It's in every area of Seattle.

- "Number" streets, like Seventh Street, etc

I think Cabrini Green was completely razed in about 2011. I always think of the movie Candyman when I think of Cabrini Green.

Houston doesn't have any rough areas. It just has areas that are hard for un-cultured people to be in because they can't handle all of the culture that Houston has to offer.

I know this, if you live in a dorm room on usc's campus, you pretty much don't step foot outside of the dorm's once the sun goes down.
