Orlando will host a third college football bowl game at the Citrus Bowl, sources told the Orlando Sentinel.
The Orlando Sports Foundation, which originally pitched the Cure Bowl as a game that could be played at UCF’s Bright House Networks Stadium and would benefit breast cancer-related charities, will manage the new bowl. It will not be affiliated with the Florida Citrus Sports, which oversees Orlando’s Capital One Bowl and Russell Athletic Bowl.
The game is expected to match teams from the American Athletic Conference, UCF’s current league, and the Sun Belt. It will be played before the Russell Athletic Bowl in December and would not conflict with any potential College Football Playoff or national championship games Orlando hopes to host in the future.
The new Orlando bowl is slated to play its first game this year.
City of Orlando officials stated they would be holding a news conference Wednesday at the Citrus Bowl to announce a partnership between the city and a local sports foundation.

Why not?
There are still teams moving up to FBS. In 1990 there were 107 1A/FBS members. Fast forward to 2000 and there were 116.
Currently there are 125 full members and 3 transitional. We'll probably be up to 130 in a few years as Liberty and James Madison are both looking to move up.
May as well ensure teams like last years 8-4 WKU have a landing spot instead of leaving them home while 6-6 Rutgers gets to go bowling.

On one of the texas state boards it was rumored liberty was going to sun belt. But I have no idea. And it's not like we'll be making a bowl game any time soon with Fran at the helm, in regards to the added bowl game.

The Liberty is partnered up with the SEC and Big 12 as their primaries with the American serving as one of their backup partners. I have no idea who their other backups are though.
Texas State was bowl eligible at 6-6 last year. The Sun Belt only had two bowl partners though which is by WKU got screwed and left out.
With this new Orlando Bowl the Sun Belt will now have 3 bowl games with the New Orleans Bowl, GoDaddy Bowl, and the new Camilla Bowl. In some years they will also play in the Miami Beach Bowl or the Bahamas Bowl but I think they will also lose different affiliations like the NOLA Bowl in those years.
It's become kind of tough to know who all is going where with all the secondary and rotating agreements the bowls negotiated in this round. Most, if not all, of these agreements expire after 2019.
I can't find it on the SBC website but here is how the American's bowl lineups were looking before this announcement if you want an idea of how things will change from year to year for many of the smaller bowls.
