Here's the rule ... It's pretty clear .....

A defensive player must not use his helmet against a passer who is in a defenseless posture — for example, (1) forcibly hitting the passer’s head or neck area with the helmet or facemask, even if the initial contact of the defender’s helmet or facemask is lower than the passer’s neck, and regardless of whether the defensive player also uses his arms to tackle the passer by encircling or grasping him; or (2) lowering the head and making forcible contact with the top/crown or forehead/?hairline? parts of the helmet against any part of the passer’s body. This rule does not prohibit incidental contact by the mask or non-crown parts of the helmet in the course of a conventional tackle on a passer.

Thanks for the posting the rule. Just what I thought it is perfectly legal to hit a QB across the chest. Terrible call.

I think it's more a matter of you just don't see it that often. Rarely do you see a quarterback get cloth lined like that. I've never heard a referee call that penalty and refer to the "neck area" like the referee did yesterday. BUT, that is exactly what the rule says.
Also, it's clear that the douchebag b!tch Harbaugh doesn't know the rule, and he clearly hasn't taught his players.

Corey white had two consecutive roughing the passer penalties against buffalo, so I feel your frustration, but come on man. It surprised me that an ex-QB would think this call was not warranted. I understand this is football, but I don't think clothesline tackles should be allowed. It's very dangerous, your neck can only take so much force. Same shite happened to Payton Manning and he had to have major surgery.
