At the College level, Christian Laettner is going to be hard to top. I saw him play live against St. Johns in the second round of the 92 tourny. Shaq was obviously going to be better, but Laettner was better in college at the time.

Live would definitely be Pete Maravich, followed by Calvin Natt of NLU and Shaq.
