"I have to say, I respect China, because it’s incredible that with a system that, in theory, shouldn’t work—you know, we go to school, we go to the best business schools, we do well in those schools, and we read about free entrepreneurship, and we read about all these different things—
But if you look at China, how well they do, how much they produce. I mean, they produce so many cars that they actually have competitions over who can produce the fewest cars because they have so many cars.
You have to have great respect for China for the work they do. Whether you like them or not, you have to respect them."

Socialism works in predominantly non-violent high iq societies. It would never work in say, Somalia.

Did you watch the clip? I did. I can also tell that it was a segment of his answer so I know it’s being used in bad faith just like the OP wrote out part of what was said not the full text of the clip.

He's wrong about that. It works for a small percentage. The benefits accrue to those with political power, and they will never relinquish that power which is held at the point of a gun. Thus, social mobility is a fraction of what it would be in a free market, and that's the disincentive that destroys innovation and progress.
Furthermore, the west empowered China via easy money, fiscal deficits and offshoring jobs to countries, like China, that use forced, underpaid labor. Also, China operates by a different set of environmental regulations from the West, and they have ignored intellectual property during their rise to economic power.

Now to your point...I don't think he is saying socialism is great so phrasing it way is dishonest. But he is admitting that China has managed to do some very impressive things in their own way despite a bunch of pencil dick academics saying it shouldn't be possible.
I don't take any issue with what he said and don't think he was saying that socialism is a better system. Just saying he respects the Chinese because they found a way to make a different system work. Completely reasonable take. In fact any other take would be just outright denying reality.
