The bill formally inserts a definition of Islamophobia into Virginia's assault and battery laws. It defines Islamophobia as malicious prejudice or hatred toward Islam or Muslims, but it applies even if the alleged victim isn't Muslim. As long as someone claims you targeted them based on a perceived connection to Islam.

“Hate crimes” are categorical First Amendment violations even without the religious aspect, as they punish thoughts and attitudes. Adding religious motivation on top of it is 1A violation squared. And cubed if we’re talking about “hate speech.”
