No they have been suffering rolling blackouts, some lasting 18 hours, for a while now.

Currently its not just the lack of power. Food spoilage is a huge issue now. 80% of the people dont have running water due to no electricity to pump it. Less than half the garbage trucks are running due to lack of fuel and garbage has been piling up for two weeks. Not a good thing in tropical heat and very large rodents. Now crime is increasing.

No tourists due to the aforementioned means no foreign exchange to buy fuel.

Leaders may quit negotiating soon and start begging to be evacuated to save them from their own people
