This is an indictment of their parents, their school, or both.
A 16 year old with a basic education should realize why that salute is deeply offensive and not a joke.

People are fricking stupid. If you see teenagers in a parade doing anything that might not be "the norm" there is a good chance they are just being... Well.. teenagers. To claim they are doing nazi salutes you first have to assume they know what Nazi Salutes are. I have been surprised over the past 10-15 years to find out things that are not common knowledge to youth.
When I was in HS it was 40 years after WWII, my grandpa fought in WWII.. It was something a lot of people heard about from people who was in the war. Kids today are 70 years removed from WWII, those who are still alive who fought in WWII are few and far between.. There is just a lot of assumptions one has to make to accuse them of "Nazi salutes". If they were truly doing Nazi Salutes they would likely be dressed different. I truly do hate that everyone has a camera.

I think it’s likely they know at the surface level what it is. I doubt they understand the depth of what it represented back in the day.

My grandfather fought in WWII as well and you better believe I would’ve gotten the belt for being an idiot on a float doing that.
