Very true.
The NOLA S&WB used have one of the best engineering departments in the world. They still have electric motors driving water pumps from the 1920s. The Wood pump was invented there and the vertical can pump got it's start there. It's kind of sad what it has become after 50 years of poor leadership and corruption.

The name Moreno is Spanish. Her genetics are likely 100% European with 0% indigenous. Folks like her use the “brown” label because it is socially and politically convenient.
It would actually be more appropriate for her to be labeled a privileged white colonizer.

Mayor Moreno is the President of the Board, but the utility is governed by 11 members, including the City Council who has oversight authority. The state also authorizes its structure and powers, from a legal standpoint.
It's an inept mess in my opinion and has had abysmal leadership since 1899 when SWBNO was created.
