Sure thing. Have ICE just set up a false store somewhere then put the word out that Somali reparations are being paid from there but only for one day. As people enter, take their phones (say it's part of the safety protocols since there are stacks of cash in the next room). If they are illegal or have warrants, arrest them. If they aren't, hold them under "suspicion" until the end of the day so word doesn't get out.

It is mostly high-trust communities outside of Minneapolis-St. Paul metro and they'll go along with anything so as to not make a big fuss. If anyone questions what is going on then they are shouted down as being racist and xenophobic.
