Lenny, the entire federal government is organized around the same principle the Israel deal. Taxpayers send money to the government the government sends it to X and X gives it back to the political class who use it to build incredible personal wealth. Basically government is a pass through corporation, the money is diverted to the political class and we are the ones captive client.

I’d hazard a guess that there are quite a few more countries than Israel with influential lobbies all throughout Congress, not to mention the similarly high powered specific/special interest lobbies that we all know exist. But some people tend to get so utterly obsessed about one singular aspect of something that they become ignorant to everything else around them.
