Switzerland to vote on capping its population at 10 million

So what happens if the Swiss have kids that outpace population? Like is this the one kid policy like we saw in China?

Switzerland does not have birthright citizenship. Granted it's a mere formality if you're parents are already Swiss citizens, albeit a bit more complicated if you are born outside the country. But migrants can't just give birth in Switzerland and use that.
But I assume Swiss birth rates are falling at the same rates of their European neighbors so they know it is unlikely they will have a problem of too many natives in the future.

Aren't they part of the Schengen zone? They can limit citizenship, but controlling actual population is difficult when you have no true borders.
