It’s already been hurt which is why they want this tax.

Their mandates and push to EV’s have resulted in less taxes on gas. So this is their way of making up for that loss revenue

Think you’re forgetting California has moved to phase out combustion engines.

With the outrageous gas prices a lot of people have already shifted to EV’s. (Doesn’t really matter as electricity is also highest in the country)

With so many EVs on the road it’s just another opportunity to double dip, primarily on those with gas vehicles still

Add in the loss of refineries.
Those idiot bastards keep on and there will be no gas nor mileage to tax.

On ANYONE driving in the state, or just residents?

If ANYONE, what are they going to do, put up entrance gates at each road leading into and out of the state, record your mileage upon entering and, when you leave, give you a bill for miles driven?

I googled the bill name.

It’s a bill to form a committee to make a recommendation on consolidating road usage taxes, with these recommendations due to committees by 2027

This bill would require the commission, in consultation with the Transportation Agency, to consolidate and prepare research and recommendations related to a road user charge or a mileage-based fee system. The bill would require the commission to submit a report, as specified, on the research and recommendations described above to the appropriate policy and fiscal committees of the Legislature by no later than January 1, 2027. The bill would require the commission to consult with appropriate state agencies and other stakeholders, as specified, in preparing the research and recommendations and report described above.

I'm sure that will make all the illegals that drive to construction sites every day with the most gas inefficient vehicles on earth very happy. Like the ban on gas powered leaf blowers, the politicians will find a way to make this law not apply to illegals
