I think the smart play is to pull back for a few weeks/months. Come back again at a later date when the communist para military groups aren't as organized. It also gives the FBI time to dismantle the signal group infrastructure and ICE can adapt their tactics to have more of a surprise element that is under the radar.

When they do return the tactic should be to go for more of an approach where they only strike on certain days/times that ensure the best chance of success.
