Decent movie, but what the hell?! 2 more than any other movie ever?!

From a textual standpoint, I agree that the movie is not one that should hold the record.
From a contextual perspective, maybe. There weren’t really many other big moves this year. Could just be a slow year and a mix between pick g up genre nominations (makeup, special effects, etc) and prestige nominations (best actor, etc).

The previous record of 14 nominations was set by All About Eve, and matched by Titanic and La La Land.
Mary Poppins, Return of the King, Shakespeare in Love, Forrest Gump, Gone with the Wind. All got 13 nominations. What do all these 13s plus Titanic have in common? They were massive, crowd-pleasing blockbusters.
You have the few critical darlings that got such love, All About Eve, La La Land, and Who's Afraid of Virginia Wolf (all of which were also box office hits).
Then there's Emilia Perez, which everyone except the American film industry thought was a joke. That's the movie that needs to be forgotten.
Sinners is a massive blockbuster. It is beloved by both audiences and critics. It's a rare blockbuster that is original, features memorable performances, and makes out-of-the-box creative choices.
It's not a film I would personally have given so many nominations to, but it fits the kind of movie that gets so many nominations.
And that's fine, because as much as I enjoy seeing what wins Oscars every year, I'm not a child who needs my exact taste reflected in the choices of awards bodies to feel validated.

Vampire, close enough. It felt like the Black version of From Dusk til Dawn. It was watchable, but it wasn’t great cinema, and it certainly doesn’t deserve the title of Best Picture of any year.

Just watched it this weekend. I didn't think it was terrible, but not 16 Oscar nods worthy by any stretch. Saw Frankenstein and Bugonia right after it this weekend and both were measurably better with respect to their Oscar nods to me.
