I bet he won't lower property taxes so landlords can't rent units for less and still make the liability worth the risk.

If he really wanted to reduce rents, yes, but that's not how the city bureaucracy works. In the 70's and 80's, the city raised real estate taxes to pay for all of the social programs they borrowed money for and at the same time froze and restricted rental prices.
The result is that a raft of low rent buildings started burning down on the Lower Eastside and in the Bronx.
