I'm convinced that if you have a triple digit IQ, you could commit a heinous crime and evade police and FBI. Think about it. Luigi, the Charlie Kirk shooter, and now this guy. If any of them had the slightest bit of intelligence they'd never have been caught.

It has been difficult historically, to catch a killer who is not a known associate of the victim/victims because of often unclear motives, and victims may not linked.
Nowadays cell phone data (triangulations) and CCTV cameras make catching an unknown killer much more achievable but it still takes time to collect all that data.
Local police and the FBI were not totally “useless”.
Maybe you believe “social workers” could solve crimes better?
