It should be legal but this is a step in the right direction anyway

It should be OTC, but this is a step in the right direction. Classifying it as schedule 3 means they still think it carries risk of dependency and that simply isn't true.

I disagree. My smokes smokes strong strains and if he goes a day or two without it he becomes extremely hostile with terrible mood swings. It's definitely addictive.

Schedule I means there is no legitimate medical use, which in a bizarre bit of circular logic also means it's nearly impossible to do clinical trials.
III means it's potentially addictive and still requires a prescription.
