Money, power, status and possessions are what drives a lot of those cultures. Japan, South Korea and Singapore aren't bad, but the rest are shite holes. China is a facade. I know, and I've seen it with my own eyes.

Where would Louisiana stand on the corruption meter, if it were it's own nation, and didn't have US law to keep it in somewhat check?
And is there a similarity to other corrupt nations?

I read an article recently that ascribed this to the fact that, with exception of the Nile, Africa has almost no navigable waterways and no adequate shoreline to facilitate ports. The only other significant river system on the whole continent has impassable rapids within a few miles of the coast.
Therefore they never had the potential for developing genetic preference for economic growth via trading with a downstream customer base - let alone a cross-ocean base.
Compare that to North America that has navigable rivers out the wazoo - and great seaport locations all over the place.
Dunno if that explains the whole problem with the lack of a 'commerce' gene receiving no generational progress or not. Seems like the only thing they had to sell was other natives they could capture = hence the slave trade.
