Should I buy this land yacht? Update: Title issues

Doesn't run and has some rust spots but the interior is in great shape. He's asking $10K and it would need another $20K in it probably but one of these in great condition can go as high as $80K+
I could be rolling like Vincent Chase
I don't need another project right now but I have always wanted one. I have to let the guy know in an hour because he has other buyers, which I don't doubt, since these sell fast when they do go on the market at a fair price.
Update:
The last titled owner is long dead and the car has changed hands at least twice with no title. To get a title in LA, I would have to locate the heirs and see if they would be willing to assist in filing for a duplicate title or sign a bill of sale.
That or I have to hook up with a tow yard and go through the abandoned property procedure, which carries some risk.
Seems like too much trouble so I am passing on it unless something changes.

I can fix a little rust. I have issues with where this rust is. It's the bottom of the doors and one fender is pretty bad and not sure if it can be saved. A fender is hard to find and about $1300 - $2K if you do find one.

He posted in on some Facebook groups and has people from out of town wanting to drive in, but he's in Lake Charles so he said he would give me first priority because we have mutual connections. These cars still sell fast. I have been trying to make up my mind.

My uncle owns a paint and body shop that my grandpa started. I worked there in college. I can do a lot.

And he just might. Engine not running is a big sticking point. That could be something simple or could blow a budget wide open.
