Hypothetical flat boat title/registration loophole

A friend’s young son saved up to buy a flat boat and my friend let him do it to let him learn how things work and try and to negotiate a deal for himself. The only stipulation was to buy a boat/trailer with papers. The boy found an old crud covered boat with papers. After looking at it and checking for no glaring issues, he negotiated a decent deal for the old aluminum flat boat (no motor) and trailer. The title and registration was transferred to my friend as the boy is a minor.
The boat had some old built-in hatches in the back that were removed to just get an open flat boat and prepare it for new foam and decking. Once those hatches and some saturated foam were removed issue were found and the boat has pin holes all over that were previously filled with crud. The boat is in less than stellar shape and to fix it would seam to be just a waste of money.
I was talking with my friend and I asked what if they found another similar sized old flat boat in better shape for a deal with just a bill of sale and use the papers from the old crappy boat for the newer boat. He could use the hull ID number from the properly registered boat and have a better starting point. I know this is shady but what are the repercussions? How would green jeans know? I realize this isn’t the most ethical thing to do but is this a possible loophole?

I’d do it. Almost no way for green jeans to figure this out unless he reads the OB.

coat the bottom with this and send it. Any bigger spots put some JB weld on it beforehand. My boat's hull is half JB weld at this point. IDK if I can call it an aluminum boat anymore.

Do it. I have an aluminum mud boat whose papers say it is a wooden hull.

Sand it down and Paint it w raptor liner. Would prob cost about 150 bucks. You might get an old al boat for the same price.

I highly suggest deleting it and doing whatever you think needs to be done. Just know the consequences. Either that or you’re Mr. Green jeans himself trying to trick us.

Odds of this being caught by WL&F are slim to none and slim is dead. WL&F gets their $$ so how is anyone getting damaged?

If they looked at the registration and then checked the hull ID. It wouldn't match. Then you'd be looking at a possible mail fraud charge.
Odds of that happening. Not likely.
I've been checked a bunch over the years and as long as your stickers are up to date, you have life jackets and are obeying the law it's usually a quick process. They don't want to bother you any longer than needed unless you put up red flags with your behavior.
My advice. JB weld the bigger holes and coat the bottom with rhino liner as suggested. I always kept a clorox jug with the bottom cut off to scoop out water from the transom on my old jon boat that had a few loose rivets.

If he doesn't tell anybody about it then no worries. That's one of those- who is being harmed here situations to me. Still paying registration fees, etc. Who cares.

Go for it, been there done that. The kid doesn't need to know the details. Just make sure you find the HIN on the new boat and make it disappear. Personally, I'd fix the hull, jb weld and weld a plate to the inside.

There are also states that will issue a registration or title without a previous title usually a notarized bill of sale and possibly a previous registration will suffice.
Then you can use that title to get an LA title Or if it’s from a state that does not title like TN or AR the registration will work.

I think the coating ideas suggested may be a good solution. At least they've got options.
