Aren’t you supposed to play the 3rd down horn when it’s 3rd down for your opponent?

Denver’s in-stadium announcer is announcing that’s third down when their own offense is on the field. 
I thought the whole point of that was to rile up the crowd and make them get louder when the opponent was on offense. It doesn’t make any sense. Are they retarded in Denver?

I like the stadium PA guys who do the low key "thiiiirrrrrrd doooowwwnnn" in a calm, measured unserstated deep voice (Seahawks)
As opposed to the ones like the Saints have who SCREAM it at the top of their lungs hysterically
