Aren't traffic crimes civil crimes unless you kill or badly hurt someone? So no more speeding tickets? No more ticketing people for expired tags or registrtoin or being without a license plate? No more closing down a bar due to a fire hazard because of overcrowding?

The point is that you can’t cherry-pick what you want to call “civil.” It is a criminal statute, and she is basically saying that her department won’t be involved in enforcing the law.
