Has anyone looked into Title IV D of the 1974 Social Security Act

and analyzed its effect on the family? How it targets fathers? It has created a self-expanding bureaucracy born of an ideology to destroy the family. Any attorneys here ever looked into that?

Can you be more clear to your point?
Basically, it allows those that receive SSD or SS retirement benefits to have those benefits garnished if they owe child support.

The vast majority of entitlement programs emanating from the Imperial Capital are nothing more than an insidious plot to dilute the power of the states and to economically enslave the American people.

Before 1975, if a parent walked away, the other parent was pretty much on their own to chase them down and sue for support. Title IV-D said, “No more. The government is now in the child-support collection business.” It turned child support from a private family-law matter into a government-enforced obligation backed by very strong collection powers.
The way works is that every state must run a “IV-D” child support agency (usually called the Office of Child Support Enforcement or something similar). For everyone in that state who gets certain government benefits (like welfare/TANF, Medicaid, or sometimes food stamps), the state automatically opens a child support case for them and they must cooperate or else they lose or get reduced benefits.
The state has to:
-Locate non-custodial parents (the ones who don’t live with the child).
-Do paternity testing if needed and establish legal fatherhood.
--Set up a court order for how much child support is owed.
-Collect the money and send it to the family (or keep some of it to repay welfare the state paid out).
-Enforce the order if the parent doesn’t pay by:
-----Taking money straight from paychecks (wage garnishment)
-----Intercepting tax refunds
-----Suspending driver’s licenses, professional licenses, or passports
-----Putting people in jail for contempt if they still refuse to pay (when it’s willful)
The only real loophole here is for those who can somehow convince a social worker that they don't know who the father is (or either/both parents in the case of foster care). With case workers generally being overloaded, it wouldn't shock me to learn there are many who don't need all that much convincing.
We may not like the idea of this being run through government, but it's been pretty effective. Estimates for FY2024 collections put the amount it forced deadbeat parents to pay at around $29B (meaning that for every $1 spent on the program, it collects ~$5).

All you really need to remember about Social Security? Back in the eighties Joe Biden and his crooked democrats stole Social Security. They basically pulled the Ole Bait & Switch routine, raised S/S taxes, then scrapped the notion of the "Social Security Lock Box" and simply treated S/S tax receipts as just another income tax stream.
The scheme so incensed Senator Daniel Patrick Moynihan, I recall he pranced in front of his colleagues and blurted out,"It's official - we're stealing from the American People". He wasn't wrong.
And ever since the democrats (and their RINO pals) have been stealing from American workers and retirees. Yep, legislative theft and NOBOBY makes an effort to stop this.
Wait it gets worse - they never stop. Back before Newt Gingrich and the Republicans regained control of the House the democrats were scheming to confiscate those individual IRA's and 401k's. They even held public hearings on the proposal. Their twisted excuse for confiscating those accounts? It's all racist.

If the government doesn't enforce it, what happens? Well, easy to guess, most of the custodial parents are single women and guess what ... they end up on welfare if there's no money coming in (and they're still on welfare but it would be a lot worse).
Why does the government get involved in so many things? Why must I pay all these taxes for all these things I don't seem to benefit from?
Simple answer: because most people do not take care of their business in the way they should.
If we don't take care of them, someone will eventually have to no matter what your opinion is on it.
Well we shouldn't have to ... oh frick well ... government's going to do it whether you like it or not and there's not a damn thing you can do about it. 100 Trump's (or whoever else bullshits you into believing they'll change it) won't change any of that.

Do what GWB II proposed in the waning days of his term in office. Set up fully funded IRA accounts for each and every American citizen. I recall the cost - at that time, $ 1.3 trillion dollars. Money not accessible until full retirement age.
I thought it was a great idea, but Bill Clinton forced bad mortgage loans for minorities on lending institutions (hint: minorities simply defaulted on the loans) and the banks were on the verge of collapse. The bill for all this thievery came due at the end of Bush II's term. So Bush's Treasury Secretary Hank Paulson went crying to Bush and they came up with this TARP (Troubled Asset Relief Program) scheme. Original $ authorization - $ 700 billion, but the ultimate distribution came out to $ 443.5 billion. Your guess is as good as mine as to where the rest of the money was spent.
Yep, the government bailed out the failing financial institutions, and we lost a golden oppertunity to reverse the Biden theft of S/S and fix "Social Security" once and for all.
The democrats and their Uniparty pals stole everything. So remember that when you see GWB II smiling, and doing "atta boys" with Bill and Hildebeest.

We are all debt slaves alike. No offense but that war was not about ending chattel slavery. It was about crushing the states once and for all. See “Blood Money: The Civil War and the Federal Reserve. Got more if you want.
