China says the same thing and they are the biggest carbon contributor by a country mile, surpassing the EU and US combined or the next 7 highest nations combined.

Thats funny coming from a country where people just piss and shite on the side of the road. I went up to the Himalayas to Shimla over the summer and even up in that beautiful part of the world it's covered in trash and human waste.
