LA Bond Commission approves New Orleans’ $125 million emergency bond sale

NEW ORLEANS (WVUE) - The Louisiana Bond Commission unanimously approved New Orleans’ request to sell $125 million in emergency bonds amid a crippling budget crisis.
The approval came after two back-to-back meetings. First, the state Fiscal Review Committee met to discuss the city’s fiscal posture.
Attorney General Liz Murrill, a member of the review panel, said, “It was clear from the information that I received that New Orleans is financially this municipality unstable.”
Mayor-elect Helena Moreno, who sits on the City Council, said they are reworking the budget proposed by Mayor LaToya Cantrell.
“The budget that this current administration presented to us we do not think is workable. We actually have to rebuild it from scratch and we are working on a variety of different efficiencies and finding every kind of cost-costing measure possible,” Moreno said.
The city is facing a $160 million budget shortfall this year.
To secure state assistance, the City Council passed measures that ensure Legislative Auditor Mike Waguespack has oversight of a newly created special fund in anticipation of the emergency bond sale.

A commission member questioned City Council President J.P. Morrell about the city’s financial condition. Morrell previously served in the state Senate.
“The city of New Orleans did not learn what we learned during the Jindal years, which is you cannot use one-time federal money as a recurring expenditure, money,” Morrell said.
Waguespack said his staff is already stationed at City Hall and suggested the city’s sanitation fee may need to be increased.
“Residents are paying about $24 a month for the trash pickup. It probably needs to be realistic to break even around $36,” he said.
Gov. Jeff Landry attended the Bond Commission meeting and addressed concerns about fairness.
“Some people are saying, we’re not, we’re treating New Orleans different. We’re actually being more fiscally restrained in this process than not. I mean, those are just the facts, I mean, whether people like it or not, it doesn’t matter,” said Landry.

They’ll definitely spend this money wisely. Property owners can look forward to higher taxes next year.

that money is already spent. its to make up the shortfall

This is good. They were having trouble funding midnight basketball and outreach programs. This is a big help

"I'm tired of rewarding failure in this country, and then leaving the taxpayers to foot the bill".

Good. Tax returns to the people footing the bill for the rest of the welfare state.

Exactly. Zero chance of this getting abused and misused.

We all know local politics is a mess, but it would help if the professional politicians from the state level could actually string together a couple of coherent sentences.

I am sorry, but does the City Council approve the budget presented to them every year? Both JP and the new mayor are both responsible for not bringing these questions up sooner.

Exactly. They were so inept they couldn’t (or wouldn’t) even attempt to rein in the low hanging fruit of LaToya’s lawlessness!

Part of me wants to agree, but another part of me wonders if the reporter/journalist made typing errors and didn’t bother proof reading before hitting SEND, which would be a reflection on today’s piss poor local journalism.

Imagine if something is so poorly mismanaged that they put bonds on sale and nobody wants them. The new mayor has been a council member, presiding over the mismanagement.

Now they can finally pay those S&WB employees their 2,000 hrs of overtime!

The $$ is largely to cover payroll... I have a friend, a city employee that makes 80-90K/yr....just in overtime alone. They are all supposedly understaffed so maybe it is needed but I also know they are paid while at home, at the gym..doing other stuff while they are clearly not working. etc., etc. It's a bunch of them, the city leadership dont care about anything unless they are standing in front of a camera.. Maybe if the city took a look at waste and payroll fraud they wouldnt be in this mess

I was wondering the same thing, who on earth would knowingly buy a New Orleans muni bond......
Must be paying a hell of a coupon.

They do.
The council has known this was an issue for months. Shockingly the Mayor had not been forthcoming with how bad a problem this was. Her office withheld some info saying the expense was being covered some other way (forget the exact reasoning).
I didn't go back and see/read/watch the approval/discussion when the budget was approved.

This is why you shouldn’t invest in bonds.
If NOLA tax base cannot pay the money today, how in the heck will they be able to repay with interest?
Mom and pop homeowners, business owners, and wage earners can only pay so much taxes before they break.
Local government spending is out of control
