"What seems to be the officer problem?"

And if you are wondering why car insurance rates continue to increase across the country:
The individual, Perry Lee, filed a lawsuit against the former Chicago Bears star earlier this month, claiming that the ex-football player was "at fault for the collision."
In the filing, Lee also explained why he believes the ex-NFL star is at fault, noting that Cutler was tailgating his car and not paying attention to the road. Lee further claimed that Cutler failed to exercise "reasonable and due care" while allegedly under the influence.
According to Lee's lawyers, John Morgan and Sydney Pierce, the injuries he suffered from the incident "cause him daily pain and have eroded his quality of life."
Lee is also said to be facing mounting medical bills, which his attorneys believe Cutler should be held responsible for.

The black car had a dent that was barely visible to the naked eye, yet this guy thinks he just got handed a lottery ticket.
His slimeball lawyers file a ridiculous claim "daily pain" "eroded quality of life" with "mounting medical bills." He has medical bills because his sleazy lawyer sends him to his sleazy chiro to write up a fake report hoping that Cutler's insurance will pay them back and then some.
In case you are wondering, these lawyers are the scum of the earth and are the reason insurance rates are ridiculous. In what world does getting into a small fender bender equate to pain, suffering, quality of life issues, etc. Give me a fricking break.

I think this was only after Cutler offered the guy $2k to not call the police which, per the responding officer, would have been correct because the damage was less than $1,500 and didn't require police, but Cutler hit the wrong guy who was looking for a bigger payday.

Dumbass
All he had to do was exchange information and let the insurance companies fight it out.

Cutler or the guy he hit?
Sounded like Cutler tried to handle it this way, except with a cash payment, instead of going through insurance.

Imagine putting stock in allegations in a lawsuit filed by Morgan & Morgan.

How are people supposed to know how much damage cost after an accident?

I'm sure most normal people can look at a fender bender and make a correct judgment call 95% of the time.
Based on the officer's reaction in the video, this looked to be one of those obvious times.
