I don't really agree with that assessment of Trump. I think he is fairly easy to read in terms of motivations. The reason he is effective is not because he's playing cerebral 12D chess. He's effective because he doesn't wait for permission. When he is handed the power to act, he acts as he wills. Hell, this whole East Wing demolition is a perfect example of what I'm talking about. Nothing brilliant going on here, he's just going to knock the motherfricker down to build his extension before the bureaucratic and legal restrictors can even get their pants on. He's been operating this way since he was doing real estate in New York.
Trump is the US version of the Gracchi brothers and other late Roman Republic political figures that realized the unwritten rules and norms that held the rule of law together are flimsy and you can just go do whatever you want if you can obtain enough authority and move quicker than the bureaucracy and legal system can act to hem you in.
