Nobody would give two-shits.
Most would think it was funny, others would just think it was morons hacking in, and the rest would say it was China.

I think about this pretty often for some reason, I guess because it's so random and they got away with it. The first one during the news was just him staring at the camera. The second one later that night during Dr Who had audio an is pretty odd. Imagine watching TV home along in the dark and that came on. I would have shite my pants.

correct, they were never caught. Any criminal statute of limitations has long since expired. There's a good Stuff You Should Know episode on this. The investigators sound like Keystone Kops. A few people have some theories about who it was, but that's probably worthless. Nothing definitive can be found on it. Some of the amateur sleuths developed at theory and reached out several times to the guy they think did it, but he never acknowledges anything they send.
Probably whoever really did this kept working in the industry for years and didn't want to be found for that reason. I think if you worked in the TV industry, and you knew that One Guy who seemed to have a devious mind, and you were in Chicago at that time, you probably have some theories too.
p.s. I've always thought the girl who was spanking him was probably hot. Pity we never found her out.

I think they determined someone accessed a rooftop and hacked into a broadcast satellite antenna.
It was definitely someone in the Chicago TV industry with knowledge of how to do it, and able to gain access to the rooftop.
