This is not the same as the murders. This is typical anti-social behavior and disregard for life. He is anti-social with his disregard for safe driving which led to the accident. Any other motive being considered is purely speculation

He didn’t make excuses. He simply classified it differently than some were implying, but he damned him in no uncertain terms.
He seemed to have inferred a charge of racism. Itt was that which he disputed - and he’s probably right. The perp should be held responsible for the killing but probably had no intention of killing. He was saying that, in that way, it was different from the killing of the Ukrainian woman, for example, which was motivated by racism.
